De jonge en impulsieve agent Dan Saxon wordt door zijn corrupte overste ontslagen. Meteen hierna wordt hij benaderd door de geheime dienst. Die wil dat hij infiltreert in het ruige milieu van de motorbende 'The Jackals'. De bende houdt zich bezig met drugs, wapensmokkel en drank. Saxon aanvaardt. Na enkele maanden stelt hij vast dat hij de grens tussen realiteit en zijn undercoverwerk steeds moeilijker kan trekken.
